Senior Industrial Relations Advisor – Suburban Connect

Suburban Connect is on the lookout for an experienced Senior Industrial Relations Advisor to spearhead the sustainability efforts for the groundbreaking Suburban Rail Loop project.

Suburban Connect is a consortium of global leaders in tunnelling including CPB Contractors, Ghella and Acciona Construction delivering the Tunnels South package on Suburban Rail Loop (SRL) East, on behalf of Suburban Rail Loop Authority (SRLA).

SRL East from Cheltenham to Box Hill is now under construction, with tunnelling to start in and trains to be running by .

Suburban Connect is constructing the 16kms of tunnels between Cheltenham and Glen Waverley using 4 tunnel boring machines and a range of excavation methods. The works also include 55 cross passages, 2 tunnel portal structures, 2 station box excavations and associated supports.

About the Opportunity:

  • The key responsibilities of the role include:
  • Ensure all subcontractor industrial relations instruments, plans, policies, programs and practices are compliant with the relevant codes and the WRMP prior to contracts being signed and teams being mobilised.
  • Participate in the Project procurement processes to ensure all subcontractor proposals are assessed for Industrial Relations risk.
  • Ensure all mobilised subcontractors maintain compliance during the duration of their association with the Project.
  • Screen all subcontract labour and labour hire employees to ensure they meet the project requirements for a flexible and co-operative workforce team.
  • Coach and assist subcontractor management to anticipate issues and resolve them in accordance with the Building Code and the WRMP.
  • Work with supervisors to manage the ROE processes.
  • Develop and implement strategies/ initiatives that encourage and promote a high performance culture including the development of defined performance and behavioural expectations of individuals, teams and the overall project.
  • Manage the probationary period review process for wages employees.
  • Deliver timely expert advice that facilitates resolution of disputes and grievances.
  • Conduct workplace investigations in accordance with policies and procedures.
  • Regularly review and update the risk management framework.
  • Provide training to Supervisors regarding ROE procedures, WRMP commitments and Building Code compliance.
  • Prepare reports tracking project information including but not limited to parent organisation representation, turnover, remuneration movements, diversity, training delivered/ outcomes etc
  • Ensure compliance with all relevant legal and regulatory requirements and all relevant Company and Group policies and processes.

What we are looking for:

  • Degree in Human Resource Management or similar required.

Experience, Skills and Behavioural Competencies required for this position

  • 7 years in a HR/ IR position in the construction, mining or manufacturing industry providing expert advice to key stakeholders on industrial relations/employment legislation, policy, awards and enterprise agreements.
  • 3 years leading a HR/ IR team.
  • Knowledge of the market and industrial climate the company operates.
  • Knowledge of legislative and economic environment as appropriate to the role (e.g. contract law; construction industry etc.).
  • Demonstrated ability to influence and negotiate through conflict/ disputes.
  • The ability to advise and assist key stakeholders on issues to meet client expectations.
  • The ability to consider and advise on HR/ IR changes, trends, threats and opportunities which impact on business outcomes.
  • Understand and interpret contract terms and conditions.
  • A good understanding of, and experience with, business challenges (e.g. expanding, mature, declining or new market).
  • Highly developed organizational skills and the ability to work collaboratively but execute outcomes independently.
  • Advanced skills of communication and engagement with an intuitive ability to understand business drivers.
  • Ability to build trust and credibility with a variety of stakeholders and deliver to required quality standards.
  • Focus on personal and skills development to ensure the ongoing delivery of value-add services to the business.
  • Able to influence and persuade key stakeholders and non-direct reports by being prepared, researching relevant information and acting in a professional, value add manner.
